Owen, my understanding is that you used to be a lawyer. If that's true then you must have some intelligence, so I am trying to figure out why you are taking such an obtuse line on this. Nobody is denying that there were always a few people who wanted CPZ. There were some in Elmwood Road, and in Park Road there has always been a handful of aggressive pro-CPZ residents who want their road cleared of non-residents even though they have their own private off road parking. We know who they are, they post on here. One of them posted a while back that the reason he wanted a CPZ is because his grown up children cannot park their cars outside his house when the driveway is full. So we know what they are all about. However, despite a few people wanting CPZ, 94% of residents in Grove Park did not. If you put a CPZ into one or two roads you completely upset the equilibrium of the entire area. It is hardly surprising then that some residents in neighbouring roads decide that the only realistic action is a CPZ in their road. I think it is fair to say that this is forcing it upon them. LBH is ensuring this by ONLY consulting with the people in the individual roads where the CPZs are being considered. This is why your statement about streets outside the proposed extensions area is really rather stupid. The 94% of people who do not want CPZ are not being asked. Only the handful of people in the roads where CPZ has now become unavoidable are being asked. The consultation to the residents of Park and Staveley Roads was a lie and a travesty. They were all told that the charging in Chiswick House car park was going to lead to "massive displacement" of commuter cars into their road, and would they like a CPZ to prevent that. So it is hardly surprising that a number of those residents were nervous and voted for a CPZ. It still wasn't a majority of residents, but you cannot claim that it was correct and formal due process. It was a lie from top to bottom and you know that. And yes, a few people (we know who they are) did fight "tooth and nail" at Area Forum meetings to get their CPZ. And in July 2011 all their arguments were dismissed by our elected councillors in favour of the 94% of residents who do not want a CPZ in Grove Park. The only reason that small band of residents were able to get a CPZ into Park Road was because they had a close and influential relationship with the lead member who was prepared to find a way of getting them what they wanted. If they had not had access to that lead member, there would be no CPZ in Grove Park. You also know that. He said at the time that he would have nothing to do with any other roads wanting CPZ, he only had an interest in Park / Staveley Roads. Of course he did. And Owen - are you going to answer my question? Is it true that your house in West Staveley has off road driveway parking for 2 cars? And if it does, can you tell us why you are so keen on a CPZ? You don't need to park on the road yourself, so is it just (like the band of Park Road residents) that you don't like anyone else parking in "your" street? Tell us the truth Owen, and stop hiding behind all this BS. |
