What's the point of wheelie bins if people can't use them?

Why should anyone else clear up after people who can't separate their rubbish and just put it beside an unfilled wheelie bin?

I suppose there are more clueless kids leaving home now because their parents did everything for them.  I'd love to be proved wrong.  I hope the colleges and universities are showing some of the leadership that parents, landlords and their agents still fail to do. Do they even know which borough they are living in I wonder?
