I've seen a collection point for vapes in Sainsbury's Local shops alongside the collection point for batteries.  You would expect to find them in places that sell them.  Sometimes these aren't obvious and you need to ask.

Make the best use of places you visit just outside your home borough too who offer these as we all tend to move between boroughs.
