Philippa, I'm curious why you always think people are the problem and not the council.

This thread was started by someone who was trying to do right and her level-headed best. Dollars to donuts we all are.

And yet you blather on about, ostensibly, people keeping rotting garbage in their homes because they fear being fined for putting their rubbish out.

The problem isn't the taxpayer. The problem is councils unable to use those resources to provide proper and ever evolving services. They deserve no sympathy when they take aim with cudgels when they themselves have failed. That, my dear, is bullying and has no place in local government.
