With respect, Keith, I agree with the Councillor.

Why would you expect putting out the trash would be criminalized? You buy into it when you suggest simply remove your name from your own household trash.

Hounslow has failed. If not enough bins normally, what happens on bank holidays and Christmas when everyone knows trash increases?
