Andrew, the Hackney figures may 'look wrong to you' but if you think they are wrong perhaps you could provide some evidence. My figures are based on Hackney resident censuses.
And you're right, by 2011 it was more like a tenth commuting by car and you cite the DfT that this continues to decrease.
I lived in Chiswick for many years and commuted initially (shamefaced) to Brentford, then Slough, then Hemel Hempstead, always by car. Many of my colleagues in Hemel commuted by car from all over London(and in some cases from Sussex or Berkshire, enabled by the M25) and a proportion of people from Hackney will work out of town or on the other side of London or need to take tools or samples so it's no surprise some commute by car.
