I am not here to provide every piece of information that could be ascertained by simply reading the signs.  But just this once:  No waiting Monday-Saturday 7am-7pm; loading permitted for 20 minutes (no return within 1 hour) within this time period.

I do not know why the dry cleaner received PCNs   - presumably for footway parking or for waiting or loading in contravention of the above restrictions.

“That road serves no purpose for traffic flow so why this petty nonsense - make a decision on what it's purpose is otherwise I suggest you turn it into a pedestrian area with tables and chairs and an ice cream vendor.”

The purpose of this stretch is obviously to allow vehicles to come and go for a short time for loading/unloading, and as a pedestrian thoroughfare.  Do you regard parking restrictions as petty nonsense?  In their absence I could park my car there all day every day to the detriment of everyone else.
