Yes, I know it’s a flush kerb.   I specified it that way about five years ago when we upgraded this area and it works well for all the pedestrians that use this little road but there is still a clear visual demarcation between carriageway and footway, reinforced by a yellow line and some retrospectively installed bollards designed to stop people driving on the footway.  There was insufficient room to create a separate loading bay so yes - a vehicle loading there does obstruct the carriageway.  This seems to work perfectly well on this very quiet lane and encourages those loading and unloading to do so quickly out of consideration to others.

Footway parking is illegal.  If Lou believes he has good cause to challenge the PCN he should do so in writing to the parking office.
