The kerbstones are part of the road surface. There is case law regarding a pedestrian who was injured when a bus ran over his foot. Parking with wheels on the kerbstones is therefore not parking on the pavement. I had to argue with my previous Council as our cars in a one way road were continually losing wing mirrors and it was accepted that as long as we were only on the kerb, it was OK. An inch more however and they'd have you!!
