Chris,

I don't know if you're familiar with the 'road' in question, but it's unlike any other road that I can think of in the chiswick area in so far as there isn't a difference in the height of road and of the adjacent pavement i.e. you don't have to mount the kerb to get your wheels on the footway so it is probably quite easy to inadvertantly stray a couple of inches onto the footway in an attempt to leave enough room for a vehicle to pass by.

I don't want to comment on the rights or wrongs of the PCN, only to let you know, if you weren't aware already, that this road is atypical. It does have a single yellow line on it, but it's practically impossible to stop there without causing an obstruction.
