In one official listing, the exception is defined thus: ‘Except for access to premises or land adjacent to the road, where there is no other route.’ So driving through slowly or stopping and waiting a while wouldn’t count. Delivering something or someone probably would, though might fall foul of the camera timings if it’s done too quickly, if some of the Green Dragon Lane appeal results are anything to go by. I’ve read cases where accessing a restricted stretch of road just to park, even in a designated bay, doesn’t count, as you wouldn’t be ‘accessing a property’, though the camera timings would probably let you off! |
