The infringement is driving through the area without stopping to access the area. The infringement isn’t a time limit. Camera images of timings of a vehicle entering and leaving the area is simply evidence that the driver has not stopped to access the area and in the vast majority of appeals the adjudicator has believed this evidence. You aren’t going to get a specific time limit and there is no reason for a driver to know what it is; just obey the sign. However obeying the sign is beyond many drivers given a significant proportion don’t even know what more common signs like ‘no entry motor vehicles’ mean. |
