As you correctly state Bruce, enforcement of the restriction would depend on (the council's?) interpretation of the word 'access'. In your example above, I'm pretty sure you could drive through the Kew Bridge exit and shouldn't be fined as you have physically stopped along SotG to drop someone off ie. used the area for access but with the new camera in place I wouldn't recommend risking it. Re-exiting along Hartington Rd is certainly possible as you're not driving through the area using different entry and exit points. |
