I think Claire’s point is totally correct. These grand schemes seem to be dreamed up under the noble assumption that everything functions perfectly. However, once one part of the system screws up then the lack of capacity that has been introduced means the system is totally screwed up. I ask myself how far these asymmetries/discontinuities are factored in to the process for introducing these schemes. If they are not taken into account then we are clearly walking a path to a less than optimal outcome. |
