"Local authorities can help by granting change of use, planning consent etc to encourage conversion to residential" Conversion isn't a great idea. It would mean shop presmises would not be generating any footfall or trade for that location let alone another. It is about zoning, creating a destination and providing that destination with the necessary infrastructure to nurture and sustain it. Just look at Westfield. That is precisely what it does and why, for now, it stays active. Older premises like most on CHR could convert business space on upper floors to residential. Typically a small main street stretch would have ground floor retail with residential units above. Older business space is really no longer fit for purpose especially with the advent of WeWork and Barley Mow type arrangements. To upgrade an older business premise to compete with those would not be worth the investment. |
