He could, but it isn't really for anyone to say what he could do instead, it's for the Council to determine the application as proposed based on its merits. Personally I wouldn't feel confident defending (at appeal) a reason for refusal citing that the proposal fail to preserve the Conservation Area, but that's just my view and you never can tell what way appeal Inspectors are going to go. What is sadly predictable about this is that because a 'celebrity' spoke at a planning meeting, the gutter press (such as the Mail) are running wild stories along the lines of "celebrity threatens to leave area if he doesn't get his way" which from what I've read and from what others have posted doesn't seem to be the case at all, but which kind of goes back to my earlier point about how in such situations I tend to try to get such clients to leave it to me to be the public face of the application. |
