| If the minimum time you took between passing cameras that would not result in the issue of a PCN was shared with the public, then those who chose to use this route through without accessing any premises en-route would simply wait that long to ensure they didn't get a PCN, thereby getting round the reason the restriction was put in place in the first place. I doubt the judgement would be arbitrary - it would ( I'm sure) be based on how long a car that isn't accessing premises and doesn't stop typically takes to drive through, unimpeded. So, of course Hounslow won't publish the information. If you have passed the sign and subsequently access premises between the signs you should have no issues. Equally, if you pass the sign, don't access anything, turn round and exit the way you came in, then yes, you are in contradiction of the TMO and would be liable to a PCN - but you won't get one. So what? Plenty of cars pass amber signals and don't get penalised, even though they could easily have stopped. |
