| No Francis, the signs for 'No motor vehicles' with exemption 'Except for access' are defined in UK traffic regulations and drivers are supposed to know what they mean. A traffic order doesn't explain what signs mean either. It just states the signage or road markings which will be installed and where they will be installed. How the signs are enforced (or not) is a separate issue and on Green Dragon Lane, they are enforced by cameras at both ends of the 'Except for access' restriction. A driver can appeal a fine and it is up to an independent adjudicator if they favour the evidence provided by the council or the case provided by the driver. However a defence of "I didn't know what this sign means" is almost certain not to succeed. |
