Michael, the sign is meant to be clarified by the related traffic order but there is limited detail in this as well. It is unclear whether making a delivery, picking up a child from school or a pint of milk from a shop would count as access. Should the restriction ever be enforced, the cameras might be unable to distinguish between genuine but brief access and someone driving straight through. The issues arising from this is probably why the council has never bothered to activate the cameras.
