| If they start enforcing the restriction I think what constitutes allowable acccess will likely end up being 'decided' by the decisions and outcomes when the Environment and Traffic Adjudicators determine appeal made by drivers against PCNs. Maybe you ask Hounslow for a copy of the traffic management order, which might shed some light. I appreciate it's more complicated than it could be as any point past the sign is presumably accessible from the other direction. Do you know if a similar sign is passed before getting to the point that you want to access when coming from the other direction? If there is, then I can't imagine any adjudicator not accepting an appeal against a PCN if you are accessing a point between the two signs. Driving 100 yards past the sign to access land or premises adjacent to the road would likely be allowable, while driving past it to access premises 1000 yards further on probably isn't permitted. If you get a PCN, you simply explain that you were accessing land or premises, provide the location, and if you disagree with the council's assessment and they don't agree with your representations, take it to the tribunal. |
