When they ditch it and pay less or nothing, they already come out ahead which is, by definition, not a penalty. And per Ed's comment, the bike lanes are free of charge and now you want bike parking to be as well? Interestingly, there was a related article in today's New York Times about parking fees. Typically to park on the street is free so long as you know when and where to move your car based on street cleaning schedules. Officials believe perhaps the time has come to start charging given the cost of real estate in general, a principle that would apply in London as well. No one gets a free ride any more is what it comes down to. Included in the article was a link to what is being done in Seattle where they are developing "flex zones" for the space immediately adjacent to the curb. The use of the space changes throughout the day.
