Yes, I agree a bit snippy but the original post had a large degree of uninformed speculation, deciding upon an particular outcome then trying to make the evidence fit this. The cycle lane is being reduced from 3m to 2,5m hence the additional 0.5m for road-width.  Additional space could also be provided through design of the kerblines for roadway, cycleway and footway. This illustrates perfectly the challenge of the designers. There were complaints that the first design took too much footway. There were complaints that the second design took too much roadway...
