TfL have made a rod for their own back by lauding consultations which show majority backing for proposals as if they were mini-referendums as they did with CS9. This isn't really what consultations are for. Even if 1% were for a proposal and 99% were against if the 1% had a better argument that is what should count. However, TfL have encouraged the idea that where a well-organised lobby gets a large number of people to support a project that gives them a mandate to proceed. Their refusal to release detailed information about the postcodes of people who responded to the CS9 consultation shows they think majority support is critical no matter how it is achieved. In the bus route case there was massive opposition even without a well organised cross-capital bus users lobby group but TfL were always going to ignore this. I believe that the arguments made against the early termination of the 27 were quite sound and the ones put forward by TfL were flawed (bus routes are generally more empty as they approach their terminus for obvious reasons) but they have to go ahead with the changes because of the financial pressures they are under. It is correct to link this move to the low emission bus zone - they simply can't afford to buy the new buses they would need to serve Chiswick High Road.
