It is legal to cross on the red man. Pedestrians can legally cross the road whenever and wherever they want although they don’t have right of way of crossing on a red. However, if you hit a pedestrian in your car or with your bike, even if you have right of way due to the lights, you can still be prosecuted if you could have stopped but didn’t.
