RC: (If I may intervene to reply to your question) As I pointed out in my previous post, no-one is advocating that cars should be banned completely. Therefore there will still be people like those you cite (mobility issues, lone women at night) who will still have to drive. But if you persuade as many as possible of those other motorists who don't need to drive to shift to public transport/cycle/walk etc, then that frees up road space for those who must drive. And traffic regulation is part of that process. And since it also cuts down pollution and congestion, while boosting public transport revenues, then EVERYBODY wins, including those who still have no choice but to drive.
