Hmmm... not sure if I'd agree with your spin, Guy!

New signalling for District/H&C/Circle/Metro lines did go out to public tender and Bombardier was the cheapest price.

However the decision process can be criticised for giving too much weight to price and not enough to basic engineering considerations.

Also, TfL had gone through major pain with Thales trying to get their signalling working on the Northern and Jubilee lines.  They did eventually, but these projects were also considerably delayed and over budget.  Thales were hardly flavour of the month within TfL and there may have been a belief that the grass would be greener with a different supplier.

All this is documented in a "lessons learned" document done by an external auditor (it's on TfL website somewhere) and while the whole thing was a bit of a car crash, it is instructive to read all the things that can go wrong in a complex engineering project...
