Just do some simple maths. Peak time frequency on the Piccadilly line is 21 trains per hour or a train almost every 3 minutes.  Add an additional 1.5 minutes delay and that reduces the peak time frequency to a train almost every 4.5 minutes or about 14 trains an hour. That would mean a reduction of Piccadilly line peak time capacity by about a third, or about 5,000 fewer passengers an hour.

I hope it is obvious that if you decrease service frequency, you decrease the number of people carried and if you add more stops and want to maintain service frequency, trains need to accelerate and decelerate faster between stations to do this.  Existing Piccadilly line signalling and trains can't do this, that is why new signalling is needed.

The lifespan of a tube train is about 40 years and the price to replace trains and signalling on a line comes to about £5 billion pounds in current money.  How often do you think this sort of money should be spent? The reality is it gets done every 30-40 years and the upgrades are planned decades in advance.

As I explained in my previous post, the Piccadilly line trains and signalling should have been upgraded about 5 years earlier than current plans but TfL's screw-up with District line signalling has delayed the Piccadilly line (and subsequent upgrades, the next after the Piccadilly is the Bakerloo)

As I explain above, what politician or manager in their right mind would push for a project that would mean a large reduction of peak time capacity on the Piccadilly line just for a small number of people at Turnham Green to save a few minutes?  

It is easy to demand something when there is no accountability or knowledge of the facts, but when politicians have had the accountability and know the facts, funnily enough, they stop demanding...
