Chiswick is not the only place to have seen increases in demand, and LU have gradually increased the frequency of Piccadilly Line trains.  They can't do anything at present to increase the peak frequency of 24 trains per hour (not 21, Michael R.), but off-peak frequencies have increased.  That is why the Piccadilly can no longer stop at TG all day at weekends.

When the frequency is 21 or 24 tph, the signalling at TG will just cope if everything runs to time but as soon as the timetable is slightly disrupted, it becomes a bottleneck and hinders recovery of the service.  That's why LU do not stop trains at TG unless the planned frequency is below 21 tph.

Political will can't overcome engineering facts, which is why the most we've achieved so far is a promise, extracted from Boris Johnson by Mary Macleod, that the Piccadilly would stop all day at TG when the signalling and rolling stock had been renewed.
