A secondary (and slightly conflicting) purpose is to discourage hogging of parking spaces and thus help people park when they need to and stop chasing round the area for a parking space, increasing traffic and pollution (this is why free parking in shopping areas is bad for them). Thinking about it, anyone displaced from Park/Staveley by the minimal 10-12 times is presumably intending to hog parking spaces* and are therefore precisely the kind of parker we should discourage, which means extending the CPZ is sensible. * Or, alternatively, can't read road signs, in which case they shouldn't be driving. |
