I get the impression that Serco are better at applying some judgement at the initial challenge stage, which Hounslow were awful at when they ran the show themselves. Remember that there are three stages of appeal if you get a PCN fixed to the car. There is an initial challenge, which, if it is rejected, is followed by the issue of a Notice to Owner about a month later. You can then send a formal "representation" to Hounslow with photos etc. to argue the case about unclear instructions on signs and machines. If that is rejected, you can then appeal to the adjudicator (PATAS). After the Notice to Owner is issued, you will have lost the opportunity to pay at the reduced rate, so a decision on whether to continue appealing may depend on how confident you are of winning at PATAS.
