I actually think it's clear enough if you know there's a distinction, but of course most people don't and there is no apparent logic for the different regimes. Well done John Todd for writing as he has. I have no experience with Hounslow beyond an initial appeal but I have with Richmond (this was about unclear signage). They rejected my appeal in the normal way: having consulted with the estimable Mr Jennings I then sat tight and waited for the Notice To Owner (?) which never came, so basically that was the last I heard of it. Looking at the PATAS stats at http://www.patas.gov.uk/about/annualreports.htm, there have been marked changes over the last 5 years. There were about 40% less appeals lodged from Hounslow in 2013/4 compared with 2008/9. In 2013/4 about 42% of appeals to PATAS against Hounslow were allowed, compared with 73% 5 years earlier. For London as a whole, the number of appeals lodged reduced by about one third with the percentage allowed about 48%, compared to 73% (again) back in 2008/9. There appears to have been a marked improvement over the years, with Hounslow now better than average. |
