This whole system is bonkers (setting aside your son's caution problem). I was also surprised when I worked a while ago for the Foreign Office. "Are you security cleared?" they asked. "Yes", I said. "Ah, who were you cleared by?"they asked. A little puzzled, I initially said I didn't know (it was done by my private sector employer) but we eventually decided it was the Ministry of Defence. "AHA", they said,"that doesn't count. You'll have to go through clearance again". Fortunately I only needed to be cleared to a medium level because the high level clearance -'Developed Vetting'- is said to cost £20K.
