Nick can I politely suggest that you really have not thought this one through. People move for different reasons many of which that have nothing to do with "economic viability". Capital Gains Tax on the sale of main homes could better be called the divorce tax or the sudden death of a partner tax or the "I have to move back to Yorkshire to look after an aged parent tax".

Taxation should not be regarded as legalised theft and should not distort people's behaviour any more than necessary. As Colbert said the aim of taxation is to remove as many feathers from the goose with the least amount of hissing and honking [however you say that in French].

Let us approach the problem in another way. With a Government annual deficit hovering around £100 billion the State is spending way, way, way, more than it is raising in all forms of tax. Our expectations and aspirations (encouraged by infantile politicians) are way, way, way beyond our ability to pay. We are just stacking up massive debts for our children and grandchildren to pay.

There are simply not enough "rich bastards" to pay for all these nice things that we so desperately want/need. Lets stop for a moment and have a grown up discussion about this.
