You may well be right on the French situation around Chirac who was Mayor of Paris for a very long time Richard - I do not know enough about how that country's political system works.

In a UK context my simple belief is that being Mayor of London or MP is a full time job and trying to twin is not correct or acceptable. Inevitably that becomes part of a wider debate about whether MPs should be allowed to have other employments outside the House - I think not but that is clearly not the current rule I believe.
