*Important note* The process is two stage - the local planning authority has 4 weeks to consider if prior approval for demolition is required, if it is then the local planning authority has another 4 weeks to determine the prior approval case. However prior approval is NOT the same as a planning application. The Council CANNOT consider the architectural or historic merit of the building, nor its use. It can only impose conditions relating to the method of demolition and remediation works - for example if a flank wall of a neighbouring building is exposed. *What can be done* The site is not located within a Conservation Area, therefore the Council has no control over the principle of demolition. The Council cannot 'list' buildings - that is done by English Heritage, so there is no point in asking the Council to list the building. There are three options: Firstly pressure the Council to designate a Conservation Area along the eastern part of Chiswick High Road immediately - this has been something the Chiswick Area Committee has requested in the past but has not been progressed. There are now two Conservation Officers in post at Hounslow Council. Secondly - register your objection to the prior approval notice - purely as a means of providing evidence to Council Officers of the level of community support for the retention of the building, they will not be able to refuse the application for the reasons we want. Thirdly - prepare an assessment of the architectural and historic interest of the building and ask English Heritage to assess the building for statutory listing. Unfortunately I think it unlikely to be listable as the criteria for a 1920s pub is set quite high and any example would need to have a substantially original interior to stand a chance. I also see that one of the fine Georgian houses (Burlington House, 64 Chiswick High Road) next to Stamford Brook Bus Garage/pizza restaurant is up for sale - again unprotected as it is outside the Conservation Area. This situation will happen again and again until a Conservation Area is designated. |
