As I keep saying, until a new lease is actually signed I am not personally convinced. As I understand it Taylor Walker aren't the freeholders, so they might be being led a merry dance by the freeholders. As I posted last night, this 'testing the water' line makes no sense. The beauty (from a developers viewpoint) of the Part 31 legislation is that it is relatively simple, quick and doesn't give Councils or third parties much of an opportunity to prevent it. Putting my professional consultancy act on there's no way I'd ever suggest to a client to use the Part 31 legislation to test the water, plus it isn't really testing the water anyway as the issues which can be considered when determining a Part 31 application are very different to those relating to a proposed redevelopment. Guy, if prior approval is granted for demolition it lasts for 5 years, but if there was then a material change in circumstances, e.g. the site and its surroundings being designated a Conservation Area, that approval would not longer be valid. |
