Closing Richmond park to cars would have just about zero economic impact.

Cyclists pay nothing back to TfL so any investment is a loss from the get go. The severe reduction in bus/tube ridership due to Covid translates into severe reduction in revenue.

For TfL to balance their debt-ridden books moving forward will necessitate they prioritize all expenditure across the board. So they will be left in a position of spending money to make none, or keep food in the mouths of those who work for them.
