Just to add

It was compared to non-essential work in 2005 or 2006 onwards, can't remember the exact year mentioned where projects were scrapped or put on hold as the TFL budget came under real pressure for tube maintenance and upgrades on existing projects and essential projects in the pipeline on the tube and DLR network that was deemed essential Got priority and those that were not were stopped or scrapped where possible.

It sounded more like money could be switched rather than would be switched

Or something to that effect but not exactly word for word but giving a summary of what i took in.

It was on the radio but not certain what station as I was switching up and down between stations but only got about half of it I think, and who I have no clue. Could have been anyone talking, even possibly a caller from the public on the current tube problem and the Crossrail issues or a former employee. Who knows
