TfL isn't a business - it is a state owned transport body and I'm not aware of another such organisation in the world that operates at a surplus. The only way it could do would be to massively raise fares including the abolition of freedom passes. On Richmond Park I'm unsure about the wisdom of closing the park to cars. They could have just shut it to through traffic and allowed people in as long as they left by the same exit. It is one of London's largest open spaces and it is effectively now unavailable to the people made vulnerable by the crisis who currently need it most. The result will be greater issues with social distancing in other parks. |
