I believe the Royal Parks are funded by government grant but they need additional income to do everything they want, which is why they host commercial events like Winter Wonderland in Hyde Park. They may see ANPR as an opportunity for additional income by fining people who drive straight through. They did comprehensive traffic surveys of Richmond Park in 2015 and during the week only about 10% of cars driving into the park are actually visiting and the rest are driving straight through. The proportion of visitors is higher at weekends, 30% at Saturday peak and 40% at Sunday peak. |
