| Not a trick, Mark. Means and methods. Developers are not the monsters you think they are. Sure, they are in it for profit. Why wouldn't they be? Afterall, you can thank them for the built environment you live in. But the best qualified, most experienced professional team using the written regulations will still come up with multiple interpretations and strategize as to which presentations to make, each with its own economic model. The process isn't black and white. Now add to that, council members/representatives devoid of the same training and experience let alone vision and you end up with a purely random outcome one project to the next. |
