However I am happy that Sam Hearn failed in his attempts to stop Cycleway 9 and failed in his attempts to stop the closure to through traffic in the street where I live.  He had no constructive input on these, just political opportunism. You are quite correct that the pollution analysis didn't assume any shifts in transport modes because of the difficultly predicting this.  Now please tell that to Sam Hearn.  He has repeatedly pointed to the report saying 'Ha! No significant change in pollution', he is told that the report doesn't assume any change to traffic, and a few months later he parrots the same line again. I don't know if he genuinely doesn't understand it, is forgetful or if he knows full well and is deliberately trying to mislead.
