That is indeed a beautiful bench round the 'memorial' tree and an expensive one at that - not in the Council's usual style. I would be surprised if it was not there by donation. It is in a good spot where there was no seating but given how many people use the bench, have their lunch and walk away leaving their rubbish on the seat I am surprised that they have not seen fit to put a rubbish bin nearby. From recollection I believe that the Leisure Dept. gets funds given for specific projects from a whole variety of sources and not just the Council and for reasons such as disability access. There will be a provisional sum allocated to the refurbishment of the play area, a specification is drawn up by the Leisure Dept. They decide whether it is for a specific age group or joint i.e. up to age 6, 6 to 12 or teenagers and then put out to tender. Following that, there is then a long drawn out procedure by a committee made up of people from the Leisure Dept., Health and Safety, folks from the community who might have pushed for the redevelopment and so on who must then judge/vote on each design submitted and each piece of equipment proposed must conform to a long list of requirements such as age group, safety, colours, educational quality, lay out and so on. Personally I would be most reluctant to have the play area relocated onto the Common given that the Common seems to have become a sports field for a local school. Perhaps the money they have for the redevelopment of the play area comes from the payment for the use of the Common (someone has paid for the various pitches and running tracks to be marked up at regular intervals). I would be interested to know if any of the local residents or their Association were consulted about this beforehand. |
