| Anne is right that the second fare would be free for someone crossing the bridge. In fact you don't pay again for any ride with an hour of first swiping in. I agree with you on the toll for other vehicles and it is strange this seems to have been taken off the agenda probably because central government wouldn't be happy with having to foot most of the bill for the restoration and H&F doesn't want to share the revenue for the toll or accept that its residents wouldn't get exemptions. Originally I thought borrowing through TfL excludes the amount from the national debt figures but I am wrong. I still think though the 'problem' heritage bridges will have to end up under the ambit of TfL. Assuming for Hammersmith Bridge it only has to pay for the £50million strengthening, AI estimates a £2-4 million boost to revenue per annum. This is made up of increased bus use, increased route efficiency and a boost to use of trains and tubes due to better connectivity. This would cover the interest cost and maintenance cost for the bridge. The constraint appears to be that the government is tightly controlling borrowing by state entities. |
