| And isn't it possible that the ground of no, or not good enough Equality Impact Assessment might also apply in other places - even where the litigation isn't on behalf of taxis? It would seem to be relevant in Ealing, where one of the grounds for the Judicial Review due to be heard in February, was exactly that: no EIA was done before the schemes were implemented. Indeed a really shoddy EIA was only done at all once there were Freedom of Information requests about it. Which is why those took over twice as long as is legal and required intervention by the Information Commissioners Office. |
