Talking to people who know more about this sort of thing at the weekend, I was told that it might be pointless objecting to this development on the grounds of height and massing. There are at least three major projects across the borough of Ealing where the tallest building is 25 storeys. This isn't likely to be a coincidence and it would seem that there is now a policy of this being the acceptable height outside the area of North Acton by the A40 where anything goes. The planning department wouldn't unilaterally decide this so it can be assumed that the administration is behind it presumably because of the desire to meet ambituous housing targets. If the council blocked Bollo Lane on the grounds of height they would then create a precedent to block their own Perceval House development in Ealing on grounds of height. The tallest buildings in the Bollo Lane development are all at the Chiswick end which is probably because the shadow they cast will be over the industrial estate rather than houses to avoid people object due to lack of light. Unfortunately there doesn't seem to be any silver bullet argument that would get this scheme blocked if you can't use massing and density. Possibly there is an argument about lack of transport access but if the emergency services are okay with it then that may not succeed. The way the consultation was handled might provide some ammunition. Plainly they have gone out of their way to make sure as few people as possible were aware but, it was pointed out to me that Ealing essentially marks its own homework on this and the Council are pulling exactly the same stunts with their Perceval House development. If the scheme was sent to judicial review this might become a factor but can only be a subsidiary point in any objection. Appreciate the above doesn't come any where near to being the basis for an effective response but perhaps someone will have better ideas. The only bright spot is that with a Mayoral election in the offing political pressure can be put on Sadiq Khan and Onkar Sahota (the local London Assembly member) to come out against it. The local seat is quite marginal and although Khan looks a dead cert for relection he won't want to lost control of the Assembly. Ealing Council may be persuaded to put this and other big developments on ice until after the election and present revised plans so the Mayor can show how he listened to the people. |
