Transport for London have hived off their property operations into a seperate unit which has a lot of people who used to work for private sector developers working for it. It is therefore not surprising that some of the tricks from the playbook of the less scrupulous developers have been adopted by them.

The organisation is one of the biggest landholders in London and they need to develop and sell their property assets as quickly as they can to plug the gap caused by the late delivery of Crossrail and the fare freeze. The property unit will probably be on very generous incentives to get these projects done so it would be naive to expect them to over-anxious about the views and interests of residents in the vicinity of their developments.
