The Swiss may well train their dogs not to defecate on the pavement and they may well have a higher percentage of owners who clear up afterwards. However, the point that I was making is that every potential owner (and some existing owners) in Switzerland is required to pass an examination covering basic levels of welfare, civil and legal responsibilities and basic training without which they are not permitted to acquire or continue to possess a dog. I am still trying to investigate in detail, but as far as I can see, the training and examination seems to be administered by private, commercial companies, funded by the examinee and therefore, I assume, not a cost to the state. If anyone out there knows more, I would be interested to hear how it works in practice and how it is policed. |
