"Another regressive tax"...????? Hardly a transfer of wealth from the poor and lonely to Corporate America (or Corporate UK for that matter). Rather an emotional overstatement, Paul. The fact is that dog fouling is an increasing problem in our residential areas and most people would like to see something done about it. A simple way of identifying the culprit owners and their dogs seems like a very good idea. And feedback from many areas in the US and other countries that have started adopting it seems very positive with a number of locations reporting a 100% fall in dog fouling now that errant owners know that they cannot get away with it. It seems to be extremely effective in solving the problem if the reports are accurate. And an increasing number of local councils in the UK are expressing interest in it. Good for them, I say. And I see nothing wrong in asking dog owners to pay for solving a problem caused by dogs. Of course the majority of dog owners are not such miscreants but this is not an argument for saying the charge is inequitable. Using that argument, you would also take the position that only drivers who have accidents should pay for insurance. That's not how things work. It's not a capitalist transfer of wealth. It's a jolly good idea. All dogs should be microchipped and DNA registered. Not only would it help to address the problem of dog fouling, it would also offer a platform for addressing the rising number of dog attacks. And it's no use saying that "only responsible dog owners" would get their dogs registered. It would have to apply to all dog owners, and it would have to be enforced. It's working in the US and other countries, so it can work here. Anything that starts to solve the problems caused by irresponsible dog owners and their dogs gets my full support. And responsible dog owners should be delighted to support it as well. |
