The council are obliged to comply with EU requirements via the Government  which has passed the buck onto them and a fine mess most of the councils are making of it. Sita are well of our efforts and woes in Chiswick and greatly regret that they are unable to help us since it is a matter of council policy. They are only there to provide the service  which the council require, to the best of their ability! I know what they mean! Sita do try hard.
